2) The financial resources
-PU remains highly dependent on public subsidies, and has to withdraw from countries no longer supported by institutional financial backers, as in Mongolia in September 2001. In Sierra Leone and Guinea Conakry, the association maintains regular relationship with the French governmental authorities, both in development and humanitarian departments. PU is trying to diversify its public resources in order to be more independent; the proportion of funds from ECHO (European Community Humanitarian Office) thus fell from 76% of its budget in 1999 to 57% in 2000 and 45% in 2001.
