NGOs are listed alphabetically in their head office
country.
The available countries are: Belgium, Burundi, France,
Liberia, Norway, Saudi
Arabia, Switzerland and United
Kingdom.

Countries can be separated into three
main categories:
- donor states,
mainly Northern America, Western Europe, Australia and the Arabian
Peninsula;
- the rear bases of conflict areas, such as Pakistan
or Kenya in relation to, respectively, Afghanistan and the Horn
of Africa;
- war-torn countries with local NGOs that sometimes
include refugee diasporas’ associations throughout the world.
In the first category, the focus is, among
others, on the variety of “humanitarian cultures”. For
instance: the question of the wages of the humanitarian workers
is a problem in France, but not in the English-speaking world where
it seems quite normal to make a career in NGOs and to be well paid;
discussions on the funding of charity programs by business companies;
the American conception of NGOs seen as economical actors whose
management (in particular the ratio of administration and programs
expenses) is put through the same type of tests as in a company,
etc.

In the second category, the rear bases of
armed conflicts are being looked at, to the exclusion of the countries
mentioned in the third category, bearing in mind that a region can
be at the same time a battlefield and a refuge for the combatants
of a neighbouring state:

Finally, in the third category, the countries
with open conflicts are studied. Knowing that some of the states
above are rediscovering peace, this list turns out to be longer
than that of the United Nations which counted 26 fields of humanitarian
emergency in 1993:
