Introduction
Five criteria are proposed to describe a humanitarian
NGO and to analyse its strategic position in an armed conflict:
1) the ideological involvement;
2) the political neutrality in the field of action;
3) the proportion of public and private funds;
4) the transparency;
5) the analytical capacity to be self-critical, or politically
aware.
These parameters are different from the
ones generally used by donors, namely: administration and programmes
expenses, the capacity to react quickly to emergencies, the logistics
involved, a good financial management, etc.
