2) The way it works
-The smallest of the big French NGOs and the biggest of the smallest, ACF cannot, contrarily to say MSF or MDM, rely on the support of a powerful professional lobby, for instance doctors. The organisation, which tried to work in France, had to give up an experimental programme in Lille. On the other hand, ACF has attempted to raise private funds and to move the general public by financing advertising campaigns, sometimes with a miserable tone. The idea was to gain independence from institutional backing thanks to private donations, including the Elf Foundation in the middle of the 1990s.
