2) The way it works
-The international programmes of the SPF have the advantage that local people can share in their follow-up and evaluation. However, the risk is to make more and more micro projects, while not being able to prevent aid from political hijacking. In North Korea, in 2001, for instance, the SPF gave a bit of food, education and medical assistance but the dictatorship did not allow any foreign supervision, so that programmes could not be properly controlled.
