2) The financial resources
-From a financial point of view, Solidarités depends much on public funds, in particular from ECHO (European Community Humanitarian Organisation). This often compels the organisation to close programmes as they no longer interest the institutional backers. In the budget of Solidarités, contributions in kind mainly come from intergovernmental organisations, so they cannot be considered as private resources. Like other French NGOs, Solidarités also has a problem of turnover, as the staff frequently moves from one organisation to another; this is why in 2001 it decided to give a salary status to volunteers abroad.
