5) The institutional learning
-As far as we know, SOS-ESF did not publish analyses on the economic and military implications of its programmes when operating in war-torn countries. So one can wonder about the way the organisation tries to prevent its assistance from being hijacked for political purposes by guerrillas or dictatorships. Yet the history of SOS-ESF, which must not be confused with other homonymous organisations, shows a real wish to remain impartial and honest.
