1990-1999


-1994, Afghanistan: with CARE, Afghanaid hands out food, tents and blankets to the inhabitants of Kabul devastated by the fighting between the various factions within the Mujaheddin. Emergency programmes are extended by the provision of water and sanitation facilities in Kabul. A poor capacity of deployment and a limited rural network lead Afghanaid to renew its collaboration with CARE, an organisation whose substantially bigger budget enables large-scale operations.
 
-1995, Afghanistan: Afghanaid reviews its operations and decides to adopt a bottom-up strategy, involving more the local community in its programmes.
 
-1997, Afghanistan: in the Jowzjan and especially the Parwan province north of the capital city, through which passes the battle line and where the organisation’s offices are looted, Afghanaid has to suspend its operations because of the general insecurity which threatens the life of its staff. Afghanaid also has trouble in conveying aid to Badakhshan, a region which isn’t controlled by the fundamentalist Taliban who came to power in Kabul in 1996.
 
-1998-2002, Afghanistan: in retaliation for the terrorist attacks against the American embassies in Kenya and Tanzania, the United States bomb Osama Bin Laden’s training camps in the Khost province on the 26th August 1998. Afghanaid has to evacuate most of its personnel from Badakhshan to Peshawar: its expatriates and the Afghan employees who, because they are not native of the region, cannot rely on familial or tribal protection. The British government, the organisation’s main financial backer, then forbids Afghanaid to send its expatriates back into Afghanistan. They are only allowed back after the demise of the Taliban regime and the arrival of the American army in October 2001. In the meantime, the programmes in Badakhshan were run solely by Afghan employees. Programmes were even extended to the Kunar province in 1999 and Ghor in 2000, notably in the Nuristan district with the help of the French NGO MADERA, well established for years in the region.
