-From 2001, Afghanistan: following the September 11th attacks in New York, which lead to American retaliations against Kabul, MADERA evacuates its expatriate staff and leaves it to its Afghan employees to continue running its programmes. It is only after the demise of the Taliban regime and the arrival of the American army in October 2001 that MADERA is allowed back in the country, where the organisation organises the transfer of its offices from Peshawar to Kabul in 2002. The deployment of the anti-terrorist Coalition troops, if it brings security in the capital, also creates new problems. In a joint press release with MDM, ACTED, AFRANE, AMI, EMDH, HI, Solidarités and ACF in 2003, MADERA states its concern with the participation of reservists of the American army in Provisional Reconstruction Teams; such confusion is apt to make true humanitarian workers pass for soldiers in the eyes of the population.
