Introduction

 
Five criteria are proposed to describe a humanitarian NGO and to analyse its strategic position in an armed conflict:
 
  1. the ideological involvement;
  2. the political neutrality in the field of action;
  3. the proportion of public and private funds;
  4. the transparency;
  5. the capacity to be self-critical, or politically aware.
These parameters are different from the ones generally used by donors, namely: overhead and programs expenses, the capacity to react quickly to emergencies, the logistics involved, a good financial management, etc.
