3) The institutional learning
-EMDH does not publish analysis on the military implications of its programs in war-torn countries. Therefore, one can wonder about the quality of its control regarding local purchases in civil war economies. The geographical position of EMDH in situations of armed conflicts obviously affects the way the association is seen. In Sudan, for instance, EMDH only intervenes in government-controlled towns. Khartoum regularly forbids humanitarian flights for the rebel areas, and is precisely trying to attract civilians to the towns under its control, so as to deprive the guerrilla from the support of the peasantry.
