3) The financial resources

-Despite a certain effort of financial transparency, FDH seems to only distribute a four-page annual report that doesn't mention details of its various activities. The organisation has already gone through serious confidence crises when it was compelled to justify its use of funds. According to an article in the daily newspaper Le Monde on the 23^rd of October 1991, only 15 % of a 3 million euro budget (20 million of French Francs) that year went to third-world countries, the rest being spent on salaries and administrative costs.
