3) The financial resources

-MADERA is very dependant of institutional backers. The biggest part of its resources, between 85% in 1999 and 61% in 2000, comes from European Union funding, who has increased its aid as Afghanistan has become a priority in international diplomacy. The profile of MADERA changed as well. Created as a political body, the organisation has progressively invested the local development sector while receiving more and more funds from institutional backers.
 
-In 2003 MADERA made an effort in favour of transparency by creating a website which gives information about its activities and financial resources.
