3) The institutional learning


-Triangle’s mission in North Korea is probably the most problematic, considering the close control of Pyongyang dictatorship on the humanitarian logistics. Triangle chose not to supply food, and thinks that targeting programmes makes it possible to prevent excessive hijacking, be they about producing green fertilizers, rehabilitating farming lands or reforesting hills in order to provide alternative energy sources in a country stricken by the famine. Yet these activities compel to import precious goods, like machines for public works. Considering that, with the European Union’s funding, Triangle has to pay North-Korean officials, especially from the Ministry of Foreign Affairs, the association makes Pyongyang hold on its population stronger.
