​2) The financial resources


-Thanks to public subsidies, the ACTED budget experienced an increase of 40,000% between 1993 and 2000. The association explains this tremendous progression by the competitiveness of its programs, implemented at the best costs. In fact, ACTED favours action over communication. Very dependent on the United Nations, the World Bank and the European Union, ACTED seem to be a subcontractor of intergovernmental organisations. The allocation of public resources conditions its actions. As the organisation is unable to run programs on its own funds, it has to stop them when they are not subsidised anymore. ACTED also started operations in Nicaragua, Niger and Congo-Brazzaville in order to ensure its own survival in case it may have to withdraw from its main stronghold, Afghanistan, because of political instability.
