​4) The institutional learning
-ACTED does not seem to be very much aware of the political and military consequences of its actions. The only exception we know of: in a joint release with MDM, ACF, AFRANE, AMI, EMDH, HI, Solidarités and MADERA in February 2003, the organisation worried about the participation of American reservists to Provisional Reconstruction Teams in Afghanistan; in the eyes of the population, such a confusion could make the humanitarian workers look like soldiers.
