3) The links with governments and companies
-ACTED maintains close links with the governments that back it, to such an extent that it was in charge of rehabilitating the French embassy in Kabul in 2002. The organisation, which received subsidies from the United States in Afghanistan and Iraq, does not seem to be eager to be free from financial backers directly involved in a conflict.
