2) The way it works

-NRC operates its own programmes abroad and provides highly qualified personnel to United Nations agencies as well, especially the UNHCR (High Commission for Refugees). Its logistical base, NOREPS (Norwegian Emergency Preparedness System), is administered by the Norwegian Trade Council, and available to the United Nations.
 
-Unlike NCA with the churches, NPA with the unions or the Norwegian Red Cross with 200,000 supporters, NRC is not a membership organisation. It is quite specialized and not very well known in Norway. According to Norsk Samfunnsbarometer in April 2004, NRC had, in the general public, the lowest credibility score of all the large humanitarian organisations in Norway: 3.27 as compared to 4.99 for the Red Cross, for instance.
