1990-1999


-1994, France: along with the group Alerte, ATD campaigns for a law against all kind of exclusions, whose first article claims respect and equal dignity for all human beings. The bill is only passed in July 1998, after the vote was delayed several times because of the dissolution of the parliament by president Jacques Chirac and the 1995 legislative elections. The process leads to new regulations like the CMU (“Universal Medical Cover”), which provides health care for all, and the SRU (“Urban Solidarity and Renewal”), which compels town councils to develop low-cost housing.
